International education strategy: annual report 2024 to 2025

Scotland's international education strategy annual report 2024-2025 is the first published report against the actions in the original strategy It summarises progress against the three themes and sets out priorities for the year ahead to be delivered in collaboration with colleges and universities.

IES Background and Governance

Background

The Scottish Government's International Education Strategy was published in February 2024. It sets out a framework to cement Scotland’s reputation as a world leader in education, research and knowledge exchange, working with universities and colleges to attract students and staff from outside the UK.

IES Governance Arrangements

Following the publication of the International Education Strategy (IES) in February 2024, a Ministerial Governance Group was established to provide strategic direction and oversee the implementation of the Strategy. The Governance Group, chaired by the Minister for Higher and Further Education and Minister for Veterans, has met 4 times and has supported the progress that has been highlighted in this report. A full list of members and the published minutes can be found here: International Education Strategy Governance Group.

Progress

This is the first annual report following publication. It highlights the progress made under each of three IES themes and how this is helping to deliver the overarching aims of the strategy. It also sets out our priority actions for 2025/26, under each of these themes.
