Scotland’s Cladding Remediation Programme update: Q3 2025

Single Open Call

As at 30 September 2025, the Cladding Remediation Programme had received 1,062 expressions of interest (EoIs) via the Single Open Call. This number includes EoIs that may not be eligible for funding from the Cladding Remediation Programme to carry out a Single Building Assessment (SBA) for various reasons, such as a developer being responsible for assessment and remediation, or not meeting the criteria for an SBA to be required, for example the building(s) not being 11m or more in height.

Half of the EoIs were submitted by factors or property managers and almost half by social landlords.

As at 30 September 2025, EoIs had been submitted for buildings in 23 of the 32 local authority areas in Scotland, but almost half of the EoIs received related to buildings in Glasgow City and City of Edinburgh local authority areas.

As at 30 September 2025, the Cladding Remediation Programme had identified that 368 of the EoIs received as part of the Single Open Call were not eligible for funding from the Cladding Remediation Programme to carry out an SBA. It is important to note that not all of the EoIs received had been checked for eligibility at that date, so the number of EoIs that are not eligible for SBA funding is likely to increase.

As at 30 September 2025, the Cladding Remediation Programme had issued initial grant or funding offers in relation to 478 EoIs. The vast majority (96%) of these initial grant or funding offers related to EoIs that had been submitted by Local Authorities and Registered Social Landlords.

Of the 478 EoIs in relation to which initial grant or funding offers had been issued, 535 were from Local Authorities, 165 from Registered Social Landlords and 19 were from factors or property managers.

 

As at 30 September 2025, in order to expedite progress towards assessment, where EoIs had been submitted by landlords of social housing, SG issued initial offers of grants and asked that these building owners carry out checks to ensure that the buildings meet the criteria for an SBA. This means that, for an unknown number of buildings in relation to these EoIs where an initial offer of grant has been made, no further action will be taken because they are found not to meet the criteria. The criteria checks had been carried out by SG for EoIs submitted for privately owned buildings.
