Residential rehabilitation bed capacity in Scotland, October 2025

This publication presents the findings from a survey of drug and alcohol residential rehabilitation facilities in Scotland to provide updated data on bed capacity.


Findings

The survey received responses from 28 residential rehabilitation facilities with bed capacity currently in operation that met the definition of residential rehabilitation developed by the Residential Rehabilitation Development Working Group. This is three more facilities than were identified in September 2024 (25 facilities).

Facilities were asked to report on their maximum number of beds for residential rehabilitation treatment. Any other beds which are exclusively reserved for different treatments such as detoxification or managed withdrawal, are not included in the count of maximum number of beds for residential rehabilitation treatment.

The 2025 survey found a total maximum residential rehabilitation capacity of 574 beds in Scotland. This was an increase of 78 beds (16%) compared to the revised September 2024 figure of 496 beds. Table 1 shows maximum reported residential rehabilitation bed capacity by facility in 2024 and 2025.

Errors in the bed count submitted by two facilities in 2024 were identified during this year’s data collection. This means the revised 2024 bed capacity figure is now 496 (it was reported in last year’s publication as 513).

In addition to residential capacity, some facilities also offer rehabilitation treatment on a day/outpatient basis. Six facilities (21%) reported that they accept clients on a day or outpatient basis for drugs and/or alcohol rehabilitation.

The majority of facilities (86%, n = 24) accept referrals from all ADP areas in Scotland. Four facilities reported only accepting referrals from their immediate or surrounding ADP areas.

The majority of facilities (96%, n = 27) report that they currently accept publicly funded placements. Facilities were also asked if there was any reason that beds would not be available for publicly funded clients. Our analysis of responses to this question highlighted limitations with how this data was captured. Given the resulting impact on quality, we have excluded analysis of the responses to this question from this release.
