4. Overview of Respondents

A total of 131 written responses were received.

Of the 131 responses, 104 have been published on the Scottish Government website. The remaining 27 respondents did not want their response to be published.

All responses have been considered in this analysis, irrespective of whether or not they have been published. Of the 131 responses, 31 were received from organisations primarily based in Scotland, 97 from individuals and 3 from campaigns.
