Human Rights Bill for Scotland: discussion paper - easy read

An easy read version of the discussion paper that outlines the Scottish Government’s current thinking on a potential new Human Rights Bill for Scotland.


What has happened so far

The Scottish Government had a consultation in 2023 on the proposals.

Almost 400 people and organisations replied.

We had 7 public events to support the consultation.

More than 150 people came to the events.

We listened carefully to what people told us and added it into our proposals – what we think should happen.

The Scottish Government:

  • decided to take more time to work with partner organisations to develop proposals for the Bill and make them stronger
  • wants to work with the new UK Government on the proposals

The Scottish Government plans to introduce the Human Rights Bill in the next Parliamentary session of 2026 to 2031.

This depends on who is in power after the 2026 Scottish Parliament election.
