Environmental governance arrangements: report

The first report to Parliament, following the exit from the European Union, into the effectiveness of governance arrangements as required by section 41 of the UK Withdrawal from the European Union (Continuity) (Scotland) Act 2021.

14. Section 14(3) of the Continuity Act restricts the application of the duties on Ministers from applying to any policy or proposal so far as it relates to national defence or civil emergency, or to finance or budgets.
