Looking Ahead to 2025–2026

Throughout the course of this year, the Scottish Government has created a new Cabinet Sub-Committee on Investment and Economy CSC-IE. This is a significant step in supporting cross portfolio consideration of the business and economic impacts of regulation across all areas of government policy priorities. The RRG will play a central role in advising on a prioritised programme of significant policies, legislation and regulations identified by the Cabinet Sub-Committee on Investment and Economy as having the greatest potential impact on business and the economy. This includes scrutiny across climate, housing, health, economy and other key sectors — ensuring that business and investment impacts are understood early and addressed. We look forward to supporting that collaborative and focused approach going forward.

The year ahead will bring new challenges and opportunities, but the RRG remains committed to its role as a trusted, independent voice in the regulatory process. By working collaboratively with Ministers, officials, businesses, and regulators, we will continue to ensure that Scotland’s regulatory environment supports sustainable economic growth, protects consumers, and enables innovation.
