Readiness for Remote Learning Report 25/26

Introduction

Section 17 of the Coronavirus (Recovery and Reform) (Scotland) Act 2022 mandates that Scottish Ministers assess and report on the preparedness of education authorities to deliver remote learning in public schools. This includes detailing specific measures undertaken by both the education authorities and the Scottish Ministers to enhance this readiness. The first survey was published in May 2024. To meet the requirements of the Act, an updated report is to be published on a regular basis. As such, Education Scotland invited local authorities to provide up to date information on their preparedness to deliver remote learning, detailing specific measure undertaken and demonstrate their readiness.

This paper provides summarised findings from Education Scotland’s survey on ‘local authority readiness for remote learning’, conducted during May to June 2025. The survey sought to gather information to support the development of the readiness for remote learning report required under The Coronavirus (Recovery and Reform) (Scotland) Act 2022 Recovery Act (Annex A).
