Partial business and regulatory impact assessment (BRIA) for the consultation on the proposed amendment to the Environmental Noise (Scotland) Regulations 2006.

Section 4: Additional implementation considerations

Enforcement/ compliance

Costs are associated with the requirement to produce the strategic noise maps and the associated noise action plans. Specifically, the airport operators for Aberdeen, Glasgow, and Edinburgh airports will be required to produce noise action plans. This is the same process for both options being considered.

EU Alignment consideration

The 2006 Regulations transposed the European Environmental Noise Directive (2002/49/EC). The 2006 Regulations were amended in 2018 to provide for new common noise assessment methods. Alignment with UK and Europe is retained for the methodologies used to produce the noise maps, albeit with a timescale of ten rather than five years.

The development of the model used for the Noise Maps for Scotland adheres to the requirements specified in Annex II to the European Environmental Noise Directive. In using these requirements, the output from the noise maps are comparable to the outputs from Member States’ noise maps.
