5. Conclusion

This workplan reflects the Data and Evidence Group’s role within the wider programme of activity to keep The Promise by 2030. Across its three sub-groups, the focus remains on supporting a clearer, more consistent understanding of progress to inform the Promise Story of Progress.

This sits alongside, and complements, wider policy and delivery work, including the commitments set out in the keeping The Promise Implementation Plan, Plan 24-30 and the Promise Routemaps, and implementation of the Children (Care, Care Experience and Services Planning) (Scotland) Act 2026. As these reforms progress, there will be an increasing need for robust, accessible evidence to support implementation, monitor change, and understand the impact across different parts of the system.

Looking ahead, the period to 2030 will require continued alignment between evidence, policy and delivery. The DEG’s work supports this by maintaining and developing the analytical infrastructure needed to track progress, identify gaps, and bring together different sources of insight. This includes supporting the ongoing development of the Promise Progress Framework, strengthening approaches to experiential evidence, and helping to shape longer-term research and data priorities.
