Procurement - public sector heat decarbonisation framework 2026 to 2029: buyer's guide

Guidance for buyers on use of Scotland's public sector heat decarbonisation procurement framework 2026 to 2029 and the role of the Project Support Unit (PSU).


Introduction

This document has been developed to provide an easy guide for public bodies (Authorities) who are considering or intending to establish an Energy Performance Contract (EnPC) using Scotland’s Public Sector Heat Decarbonisation (SPSHD) Framework. Scotland’s Public Sector Heat Decarbonisation Project Support Unit (SPSHD PSU) will support Scotland’s Public Sector Heat Decarbonisation (SPSHD) Framework through a single supplier Framework, as detailed within this Buyers Guide. Scottish Procurement aims to deliver benefits to the people of Scotland through improved value for money for taxpayers, improved goods and services for all our citizens, and economic opportunities for Scotland. This is achievable through effective collaboration throughout the procurement cycle.
