Buyers guide for the Celtic framework agreement for the provision of external advisers for independent assurance review programmes for Scotland, Northern Ireland and Wales.
Using the framework
Before using this Framework, Scottish Government staff and/or Public Bodies are required to contact the Framework Manager, David Dunsmuir, within the Scottish Government Directorate of Internal Audit and Assurance, who will advise on the appropriate use of the Framework.
The Scottish Government Framework Manager will maintain a contracting register of all contracts awarded through Lot 2 of the Framework for the purpose of Framework contract management. However, it remains the responsibility of the Customer to publish Call off Contract Award notices in line with Procurement legislation
Procurement reform (Scotland) act 2014
A reminder for buyers that contracts awarded, equal to or greater than, £50,000 must follow the requirements of the Procurement Reform (Scotland) Act 2014.
Buyers should note that in accordance with Section 23(2) the award of contracts must be publicised on the Public Contracts Scotland website and in accordance with Section 35, contracts must be registered in the contracting authority’s contracts register.

A copy of the Framework Buyers guide can be downloaded from the Procurement Information Network Group within the Knowledge Hub. The Buyers guide contains details of the call off procedures, including template documents, and details of the suppliers on the lot.
