National litter and flytipping strategy: year 2 update and year 3 action plan 2025-2026
The Scottish Government, SEPA, Zero Waste Scotland and Keep Scotland Beautiful have published an update on progress delivering the national litter and flytipping strategy.
Annex 1
The Governance and Delivery Framework for the National Litter and Flytipping Strategy includes the following Groups:
Litter and Flytipping
Strategy Delivery Group (SDG)
- Scottish Government, SEPA, Keep Scotland Beautiful and Zero Waste Scotland*
- Marine Scotland; Transport Scotland; Police Scotland; Litter Managers Network (LMN); Young Scot; Federation of Small Businesses; Scottish Land and Estates.
- A set of engagement materials have been produced for a list of stakeholders which introduced prevention for litter and flytipping and the NLFS aims. These have been created following gathering of information from sector representatives. The materials are ready to be circulated for wider review before being issued.
Data Management Group (DMG)
- Scottish Government, SEPA, Zero Waste Scotland, Keep Scotland Beautiful, Local Authority representatives (via Litter Managers Network).
- Chaired by KSB, TOR agreed by members, meetings every 6-8 weeks, work programme in place, aims to develop and improve consistency of litter and flytipping data across all actions in Strategy.
Community Reference Group (CRG)
- Keep Scotland Beautiful, local community group volunteers.
- Chaired by KSB, engagement through Facebook, Microsoft Forms and online meetings throughout the year. Aims to ensure feedback on actions from communities is included in the ongoing development of the strategy.
Communications Group
- Scottish Government, Keep Scotland Beautiful, Scottish Environment Protection Agency, Zero Waste Scotland.
- This Group has agreed to share communications opportunities via email until such time as a dedicated comms input is required.
