National litter and flytipping strategy: year 2 update and year 3 action plan 2025-2026
The Scottish Government, SEPA, Zero Waste Scotland and Keep Scotland Beautiful have published an update on progress delivering the national litter and flytipping strategy.
Introduction
This report sets out the progress made to deliver the National Litter and Flytipping Strategy, it builds on the update issued in Year 2 (National Litter and Flytipping Strategy (NLFS) Year 2 Action Plan) and outlines the agreed actions for Year 3. The new action plan builds on progress so far, while taking forward further measures to strengthen delivery and address emerging priorities.
The Year 2 Action Plan consolidated early work, with achievements across behaviour change, data and community empowerment. As intended, the Strategy continues to be reviewed annually to incorporate learnings, successes and new insights gained through collaboration. The governance and delivery framework enables a wide range of input into the delivery of actions and development of future activity. Details of the groups involved in delivery and governance are provided in Annex 1.
The sections that follow provide an update on progress during Year 2 and set out the actions being taken forward in Year 3.
