National Care Service Charter of Rights: Co-design Agreeing Phase Report
This report sets out what we learned from the final phase of co-design of the National Care Service Charter of Rights. It includes insights which helped shape the final design and content of the Charter.
About the NCS Charter of Rights
The Charter has been developed in response to the Independent Review of Adult Social Care. One of the recommendations from the review was that people should understand better what their rights are to social care and supports.
The Charter helps to achieve this by setting out:
- the existing rights of people accessing social care, social work and community health support, including unpaid carers
- what people should expect when they receive support
- how to access information, advice and independent advocacy support
- how people can make a complaint if their rights or expectations are not met
The Charter contributes to the Scottish Government’s social care improvement plans which aims to support the delivery of a rights-based approach to care.
