National Care Service Charter of Rights: Co-design Agreeing Phase Report
This report sets out what we learned from the final phase of co-design of the National Care Service Charter of Rights. It includes insights which helped shape the final design and content of the Charter.
Introduction
This report explains what we learned from the final phase of co-design for the NCS Charter of Rights, also called the Charter.
It details how we carried out the co-design, including who took part and the sessions we ran. It also sets out the main findings from feedback and insights which helped shape the Charter and its final content and design.
The Charter explains people’s existing rights when accessing, waiting to access, or delivering social care, social work and community health services. It also explains how people can give feedback or make a complaint if their rights are not being met.
We developed the Charter through 3 phases of co-design. The first 2 phases took place in early 2024. More than 500 people with experience of accessing, receiving and delivering support helped shape the Charter during this time.
A report on the findings from these first 2 phases is available.
This final phase of co-design took place between May and November 2025. It happened in 2 stages and involved people that the Charter aims to support, including people who had not taken part before.
The feedback people shared during the co-design sessions helped us improve the Charter. We made changes to make it clearer, more useful and more accessible. Their ideas have also helped shape our next steps for promoting and putting the Charter into practice.
