Livestock feed controls in Scotland review: analysis

Findings of our review of livestock feed controls, with a particular focus on the risk of spreading Transmissible Spongiform Encephalopathies (TSEs). These controls are vital for safeguarding both animal and public health.


2. Executive Summary

Initial analysis outlined that respondents were approximately 50/50 when it came to agreeing with the proposed changes.

Those respondents that were in favour of the changes agreed the following:

  • bring us in line with current European Union (EU) regulations
  • allow industry to pursue this route should they wish to
  • contribute to creating a more circular economy
  • help to maximise feed and moving away from soya bean meal
  • no scientific justification for continued exclusion

Those respondents that had concerns regarding the changes cited the following:

  • increased risk of zoonotic diseases
  • risk to public health if controls are removed
  • concerns around biosecurity
  • negative affect on climate change
  • moving toward a more plant-based food system

There were a number of responses from the sentient insect farming community who do not believe insects should be farmed based on welfare reasons.
