Mental Health and Wellbeing Leadership Board: delivery progress report 3 - February 2025

The third progress report (LB(25)03-03) assessing the delivery of the strategic actions found within the mental health and wellbeing strategy and accompanying delivery plan and workforce action plan, including a summary of identified risks and issues.


Actions Determined to be ‘Off Track’ or ‘Delivery Date Missed with Risk’

Ref: 2.6.1

Action: Throughout the life of this Delivery Plan, work with the Mental Health in Schools Working Group to monitor the use and impact of the mental health and wellbeing support we are providing in education settings.

Lead: SG & COSLA

Reason for RAG: Group has met once (where they discussed the terms of reference), therefore no monitoring has been undertaken.

Mitigating Actions: Group now established, and continued engagement with Group to support work.

Action: Public Health Scotland will lead a collaborative programme of work throughout the life of this Delivery Plan to develop a whole systems approach to understanding and taking action in relation to the key social determinants of mental health. This will involve:

  • Bringing together communities, practitioners and policy makers across the system to build a collective understanding of the social determinants of mental health.
  • Having a focus on understanding and promoting primary prevention approaches.
  • Identifying and testing specific actions for improving population mental health and reducing mental health inequalities.

Reason for RAG: Evidence gathering and stakeholder engagement to develop first high-level systems map is complete, however the work on developing specific actions has not yet commenced.

Mitigating Actions: Phase 2 is about to get underway - this will use the evidence and feedback gathered to prioritise specific area of focus and begin to develop specific actions.

Action: Continue work with Health Boards to agree an initial timeline to deliver the Child & Adolescent.

Reason for RAG: Updates to NHS Board IT infrastructure have been delayed, resulting in delays to full capture of CAPTND data. There have also been delays in analysis and quality assurance of data.

Mitigating Actions: This has been escalated with PHS through Director level discussions and new governance and programme management is being agreed to ensure delivery in 2025/26.

Action: Using the learning from the self-assessment of core standards, develop a specification for adult secondary care mental health services (inpatient, Community Mental Health Teams and associated services).

Reason for RAG: Work paused due to exploratory work around development of target operating model for mental health.

Mitigating Actions: Additional resource is required to progress development of a Specification.

Action: Continue to work with delivery partners to ensure patient experience is central to decision making and governance processes in IJBs, NHS Boards and TSIs.

Reason for RAG: No owner / capacity identified to take forward.

Mitigating Actions: Escalated to Mental Health Directorate Leadership Team and consider in light of prioritisation exercise.

Ref: 7.1.3

Action: Scottish Government will establish a national strategic oversight group to support coherence across NHS Boards in the planning and delivery of Mental Health services at national and regional levels. This will align with the work of the National and Regional Short Life Working Group, established in February 2023 to progress recommendations in the NHS Scotland Delivery Plan, to develop a single coherent planning framework; improve national and regional planning; and strengthen understanding and the role of networks and associated groups.

Reason for RAG: Internal resourcing within the mental health directorate is insufficient to progress the Strategic Oversight Groups development and implementation.

Mitigating Actions: Governance group has been established.

Action: Roll out annual health checks for adults with learning disabilities across all NHS Boards, with all adults with learning disabilities being offered a health check by the end of March 2024.

Reason for RAG: Boards have faced a number of challenges in delivering health checks and as of an informal data pull in January 2025, Boards have only offered 14% annual health checks to eligible people and completed only 9% of those. There are currently 3 NHS Boards who haven't yet offered any annual health checks. All Boards are on course to miss their targets at the next national reporting date of 31/03/25.

Mitigating Actions:

  • We are providing support with delivery to Boards via the National Implementation Group, which meets monthly, the Data Programme Board and individual meetings with Boards.
  • We will also be confirming with Boards this month that the funding for health checks as part of the bundled mental health framework monies is recurring and this will help in recruitment and retention of staff required for delivery models.
  • Annual Health Checks are also now included in the Annual Delivery Plans for Boards.

Ref: 9.2.4

Action: Launch a Changing Places Toilets Fund by the beginning of 2025 to increase the number of these facilities across the country and to support mobile Changing Places Toilets to allow people easier access to events and outdoor venues.

Reason for RAG: Accountable Officer (AO) process complete and funding approved. Awaiting support from procurement to procure a fund manager (7 weeks for procurement support and significant cost). This will determine Summer 2025 launch date, as will internal resource to develop procurement spec and arrangements for Fund launch. Have relied on cross-org Team to develop Fund, but this arrangement expires on 31 March. Issues around resourcing as no C1 or B band resource for this.

Mitigating Actions: C1 being recruited to lead on Coming Home. If capacity, C1 may be able to provide some support on CPT, however there is still a lack of B band resource.
