A report summarising the outcome of the January 2025 Open Market Review into current and planned broadband infrastructure across Scotland. The outcome supports the planning and prioritisation of public interventions and minimises the risk of disrupting commercial plans.


5. Open Market Review and Public Review Outcome Classifications

The data held by the Scottish Government following a PR is used to define IAs for procurements at a point in time. The OMR outcome data may therefore differ from the outcome of a PR due to the point in time that the data was captured.

IA eligibility is therefore defined using a combination of PR and OMR data (e.g. where a supplier has not contributed to the OMR, the PR would be expected to take precedence or where a supplier has updated their commercial plans, the OMR could supersede the PR). The data submitted to the OMR is processed in the same way as that submitted to previous OMRs and PRs. If the Scottish Government receives new data for UPRNs which have been the subject of a previous PR determination, providing it meets the evidential requirements, the Scottish Government may use OMR data to update the previous PR determinations at our own discretion.

The postcode and UPRN files referenced in this document can be found in the "Supporting Documents" section of this publication. Note that there is a single postcode file for Scotland, with UPRN files split by local authority. Each UPRN includes the relevant PGiS procurement area, but that should not be taken as a guarantee of planned upgrade.
