Superfast, ultrafast and gigabit capable broadband infrastructure - Open Market Review January 2025: outcome report

A report summarising the outcome of the January 2025 Open Market Review into current and planned broadband infrastructure across Scotland. The outcome supports the planning and prioritisation of public interventions and minimises the risk of disrupting commercial plans.


2. Purpose of the Rolling Open Market Review

The purpose of the OMR, which operates on a 4-monthly basis (January, May and September), is to ensure that the Scottish Government has the most up to date information about suppliers’ existing and planned build over the next 3-year period.

This supports better strategic planning and prioritisation of our procurement Intervention Areas (IAs), builds on the previous Scottish OMR process and minimises the risk of the Scottish Government intervening in an area that would disrupt existing commercial plans.

For further guidance on how the Scottish Government determines our IAs for subsidy, please refer to Section 6 ‘Determining Intervention Areas’ of the Subsidy Control Guidance document[3].

The outcome of this OMR is shared with the UK Government to inform eligibility for Scottish call-offs from their National Gigabit Contract, GigaHubs and the Gigabit Broadband Voucher scheme, as well as supporting the development of other potential UK Government interventions. Note that the UK Government currently collects data through their own rolling OMR process, however eligibility in Scotland is determined by the Scottish Government OMR only.
