Compliance with the restrictions that the regulations provide for is ultimately the responsibility of individual businesses. Businesses and enforcement authorities should therefore revert to the regulations themselves when assessing compliance. While this guidance is intended to support implementation of the regulations, it is not an authoritative statement or interpretation of the law and therefore should be read in conjunction with the regulations themselves.
