“Spend over £500" report: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002

Information requested

In the "Spend over £500" report for April 2020 there are £22,392 of payments for sq Daffys Gin.
Can you please indicate what items were procured, by whom and for what purpose and also please provide any justification/approval for the purchases

Response

The answer to your question is that the items purchased were anti-static Industrial Bulk Containers.

These specialised containers were procured for use in the production and storage of hand sanitiser to be supplied to the NHS and social care homes. The purchases were made as part of the Scottish Government's effort in tackling the transmission of Covid-19.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) (personal information) of FOISA applies to that information. The reason why that exemption applies is explained below.

An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data (i.e. the names of Scottish Government officials) and disclosing it would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
