Flood recovery framework
Sets out how we support communities and local councils after flooding.
Who can get support
Eligible households
A grant will be available for primary residences directly affected by the flooding. (i.e. which suffered inundation of water within their property including damage to basements). This remains the only qualifying criteria.
Properties which suffered inundation of the garden only will not be eligible to apply. Second homes will also not be eligible to apply.
It will be for individual local councils to determine whether a property is eligible based on the level of evidence they consider sufficient to prove inundation of water has taken place.
Eligible businesses
A grant will be available for businesses directly affected by the weather event, for instance there was direct flood damage to the property, equipment, and/or stock.
It is recognised that local councils are best placed to understand the impact of storms on local businesses and make decisions on how best to support them to return quickly to normal business operations. As a result, the definition of business can also include community groups (such as rugby clubs, etc), or charitable organisations etc. at the discretion of the local council. They may also apply some discretion around whether a business is eligible for grant based on the level of evidence they deem sufficient.
Other eligibility criteria
Timeframe for damage
This would be agreed with the relevant local councils, with input from SEPA/Met Office as required, but will typically span the duration of the storm event.
Timeframe for claims
This would be agreed with the relevant local councils but will typically be in the region of 6-12 weeks after the storm event.
Geographical
This would be agreed with the relevant local councils but will be determined by the extent of the flood impacts.
Local councils
Eligible councils will be those who meet the threshold set by Ministers for the storm event.
Bespoke support
We retains the right to adjust funding mechanisms to address exceptional circumstances outside of the Framework. Any bespoke support provided will depend on individual circumstances.
