This review of Part 3 of the Community Empowerment (Scotland) Act 2015 presents and synthesises findings on the use and impact of participation requests since their introduction in 2017. It additionally considered whether an appeals or review mechanism for participation requests was required.

School of Innovation and Technology (SIT) at The Glasgow School of Art Report Recommendations: Understanding Participation Requests: Informing User Experience, Guidance, and Legislation
1. Provide additional and explicit guidance around the benefits of and approaches to establishing early dialogue amongst Community Participation Bodies and Public Service Authorities as a first step in the participation request process.
2. Consider gaps and opportunities within the list of Public Service Authorities currently eligible to receive participation requests and revise this to include further public sector structures and organisations.
3. Develop and deliver updated information sessions for Public Service Authorities to clarify and reiterate the purpose and scope of the legislation.
4. Effectively signpost guidance and resources to support Community Participation Bodies and Public Service Authorities to co-design the Outcome Improvement Process.
5. Introduce a formal requirement and implement appropriate mechanisms for Public Service Authorities to report participation request activity directly to the Scottish Government.
6. Produce guidance and resources for monitoring, evaluating, and disseminating participation request activity, outcomes, and impact.
7. Co-develop with Public Service Authorities local and national strategies to enhance public promotion, awareness, and understanding of participation requests.
