This review of Part 3 of the Community Empowerment (Scotland) Act 2015 presents and synthesises findings on the use and impact of participation requests since their introduction in 2017. It additionally considered whether an appeals or review mechanism for participation requests was required.

Participation Requests Legislation: List of Public Service Authorities
Public Service Authorities are listed in Schedule 2 of the Community Empowerment (Scotland) Act 2015, and are also listed in section 3.31 of the Statutory Guidance. Public Service Authorities can be added and removed if required. As of 5 March 2025 there are 77 Public Service Authorities and these are: Local Authorities: 32, Health: 14, Education: 16, Transport: 7, Individually Named: 8
