Child Poverty Practice Accelerator Fund evaluation: final report

Projects funded through the Child Poverty Practice Accelerator Fund often led to improved access to support, strengthened local practice, and more proactive, collaborative systems. However, lasting impact depends on strong leadership, community support, shared data, and sustained funding.


Annex D: Terminology explained

CPAF: Child Poverty Practice Accelerator Fund

APiC: A Place in Childhood (the evaluation support partner responsible for conducting this evaluation)

Partner: Any organisation (i.e., a local authority, health board, or third sector organisation) involved with a CPAF project.

Partnership: The combination of partner organisations working together on a CPAF project.

Project: Any of the CPAF projects.

Scottish Government team: Scottish Government staff working on/supporting the CPAF project and engaged in working with the evaluation support partner.

Frontline Worker: Individuals directly working with or supporting families within CPAF projects, typically employed by partner organisations.

Key Informant: Any participant interviewed/taking part in a frontline worker focus group as part of the evaluation process who provided detailed insights into the implementation and impacts of CPAF projects.

Family Participant: Any family member supported by a CPAF project that gave their thoughts on the implementation and impacts via focus group or interview.

Priority Family Groups: Specific groups of families identified as priorities for support by the Scottish Government, including families with disabilities, large families, young parents, single parents, and minority ethnic families.

Income Maximisation: Approaches and interventions aimed at increasing family incomes through enhanced access to financial entitlements and benefits.

Capacity Building: Developing skills, confidence, and infrastructure within organisations or communities to sustain effective anti-poverty practice.

Link Worker Model: An approach where families are provided a single, trusted point of contact to navigate and coordinate access to various support services.

Low Income Family Tracker (LIFT): A digital dashboard, created by the company Policy in Practice, used to integrate and analyse administrative data, enabling proactive identification and targeted support for families experiencing poverty.

Single Shared Assessment (SSA): A streamlined assessment process used by North Ayrshire Council to simplify application processes for multiple forms of support.

Acorn and Paycheck: Third-party datasets provided by the company CACI.

Social Needs Screening Tool (SNS): A six-question assessment framework co-created by Perth & Kinross Council, frontline staff, and families, aimed at facilitating holistic assessments and referrals to support services.

FORT Referral System: Digital referral platform used by the Citizens Advice Bureau to streamline referrals and enhance coordination among support services.

Co-production: The collaborative process of designing and delivering services alongside people with lived experience of the issues being addressed, and/or frontline organisations that support them.

Peer Research: Research conducted by individuals with lived experience of poverty.

Customer Relationship Management System (CRM): Local authority or partner database used to manage citizen contact, record referrals, and coordinate casework across teams.

Systems Change: Transformative changes to the underlying structures, relationships, policies, and practices within organisations and across sectors aimed at achieving sustained improvements in service delivery and outcomes.

Causal Loop Diagram (CLD): A visual model showing how factors interact over time to reinforce or inhibit change, used in this evaluation to map local system dynamics.

Scalable Approach to Vulnerability via Interoperability (SAVVI): A national UK-level framework supporting secure and consistent data sharing between organisations to identify and support vulnerable individuals.
