Equality impact assessment – Record for School Transport Guidance
Equality impact assessment (EQIA) for Scottish Government's updated School Transport Guidance.
Executive summary
The Equality Impact Assessment (EQIA) for the revised School Transport Guidance considered the potential impacts on protected characteristics under the Equality Act 2010 and considered the three needs of the Public Sector Equality Duty. The guidance aims to promote safe, inclusive, and sustainable transport arrangements that support equitable access to education for all pupils. The assessment identified positive impacts for pupils with additional support needs and disabilities, as the guidance reinforces statutory obligations and encourages inclusive transport provision. It also provides clearer signposting for denominational schools to ensure statutory consultation requirements are met. No negative impacts or unlawful discrimination were identified for any protected characteristics.
The EQIA informed amendments to the guidance, strengthening advice on inclusion and denominational school protections. Monitoring will be carried out through stakeholder engagement, media analysis, and review of correspondence, with the guidance kept under regular review to ensure ongoing compliance with equality obligations.
