Centre for Teaching Excellence establishment: equality impact assessment
This equality impact assessment (EQIA) considers the establishment of Scotland’s Centre for Teaching Excellence, which supports teachers including those in Gaelic Medium Education, to engage with research and evidence to develop their teaching practice.
The Scope of the EQIA
The EQIA assessed impacts across the protected characteristics of age, disability, gender reassignment, marriage and civil partnership (where applicable), pregnancy and maternity, race, religion or belief, sex and sexual orientation.
The assessment considered the three PSED needs:
- eliminating unlawful discrimination;
- advancing equality of opportunity; and
- fostering good relations
A full EQIA was deemed proportionate due to the national scope of the policy and the potential for indirect impacts linked to access, participation and engagement in professional learning and research. The approach combined an analysis of national data, engagement through a co‑production group and policy analysis. Data gaps were identified, particularly for disability, pregnancy and maternity, gender reassignment and religion or belief, and are acknowledged within the assessment.
