Equality Impact Assessment to accompany consultation on Continuing Professional Development (CPD) in Tier 4 of the Agricultural Reform Programme. Tier 4 focuses on people and professional development. This includes skills, knowledge transfer, training, advisory services, CPD and business support.
Intersectional and human rights impacts
It is considered that the CPD system would not introduce potential compounding effects of multiple protected characteristics.
The Scottish Government has considered the effect of the provisions of the CPD system on Human Rights. Article 14, protection from discrimination, is particularly relevant. The CPD system would apply to particular groups of people (and all individuals within them) including farmers, crofters, land managers, persons who provide relevant advice to them, as well as others who provide advice or services in or for rural communities. The CPD ststem would apply equally to persons with protected characteristics.
As noted, Scottish Ministers have not made any decisions on the CPD system.
