Equality and human rights mainstreaming strategy

Sets out the Scottish Government’s approach to embedding equality and human rights into everything it does across government and encouraging the same approach across the wider public sector.


Conclusion

This Strategy sets out a clear and ambitious framework for how we will continue to embed equality and human rights across the Scottish Government and wider public sector. It recognises that mainstreaming is not a one-off initiative, but a sustained and systemic approach to change that requires leadership, capacity, capability and culture to work in tandem.

To support delivery, the Strategy is accompanied by a Mainstreaming Action Plan and a Toolkit. The Action Plan brings together a wide range of cross-cutting mainstreaming actions across the Scottish Government in one place, increasing transparency and accountability. The Scottish Government is committed to publishing routine and transparent updates on these actions, and to establishing an accountability framework that will drive progress and create meaningful change for the people of Scotland. The Toolkit provides practical support aimed at helping public bodies embed equality and human rights into everyday decision-making and service delivery. It is a living resource, developed collaboratively with stakeholders and shaped by user feedback, and will be continuously refined and expanded to reflect evolving best practice.

This Strategy is published alongside our proposals under Regulation 12 of the Scottish Specific Duties, reinforcing our integrated approach to policy and regulation. Together, these frameworks aim to support listed authorities to better perform the PSED.

Delivering this Strategy will require collective effort. It is a call to action for leaders, practitioners and partners across Scotland to work together to build a fairer, more inclusive society. A society where equality and human rights are not just protected but realised in practice. By embedding these principles into everything we do, we can ensure that our systems, services and spending work for everyone, especially those who face the greatest barriers.
