Equality and human rights mainstreaming action plan

Brings together 61 equality and human rights mainstreaming actions from across the Scottish Government in one accessible plan, supporting equality, diversity and inclusion in policy and practice.


Scope

To ensure the Mainstreaming Action Plan is focused and aligned with our PfG commitment, the Scottish Government has developed a clear scope for identifying and selecting actions which appear in the Plan.

The criteria for including work in the Action Plan are as follows.

1.The action must directly contribute to one or more of the six drivers of the Mainstreaming Strategy:

  • Strengthening leadership
  • Developing accountability and transparency
  • Ensuring effective regulatory and policy environment
  • Utilising evidence and experience
  • Enhancing capability and culture
  • Improving capacity

2.The action involves a cross-government approach. The concept of mainstreaming equality and human rights is underpinned and supported by several cross-cutting principles. These include the following;

  • a human rights-based approach that puts people and their rights at the heart of policymaking
  • an intersectional approach that recognises that individuals can experience multiple forms of discrimination or privilege based on their intersecting social identities
  • avoiding treating equality issues as if they are all the same. Every individual is unique, with different experiences and needs

3.The action must be delivered by the Scottish Government to ensure we have the powers to enact meaningful change, whilst showing leadership.

4.Actions must be measurable, timebound and specific. This means that whole strategies should not be included in the Action Plan, only any specific actions within those strategies which meet the criteria.

This approach ensures the Action Plan contains focused and practical commitments that can drive real change and measurable improvements.
