Equality and human rights mainstreaming action plan
Brings together 61 equality and human rights mainstreaming actions from across the Scottish Government in one accessible plan, supporting equality, diversity and inclusion in policy and practice.
Conclusion
This first version of the Mainstreaming Action Plan represents a significant step towards embedding equality, inclusion, and human rights at the heart of the Scottish Government’s work.
By bringing actions into a single, accessible framework, we are enhancing transparency and accountability across government.
The Plan demonstrates our commitment to leadership, our ability to take action that reflects the feedback from stakeholders and the needs of the people of Scotland. It ensures that mainstreaming is not treated as a separate exercise but as an important part of policy development and delivery.
We know this Action Plan is not the end point but a foundation for future progress. Its success relies on strong governance, good monitoring, and ongoing work with stakeholders, including people with lived experience. By treating the Plan as a living document—responsive to evidence, feedback, and emerging challenges—we aim to drive change and meaningful outcomes for the people of Scotland.
We will continue to work across government to identify opportunities for upcoming work to be included in future versions.
Through this approach, the Scottish Government is demonstrating its commitment to building a fairer, more inclusive Scotland.
