Ending Destitution Together: Phase Two Delivery Plan

A plan outlining the second phase of delivery of the Ending Destitution Together strategy, continuing to improve support for people with No Recourse to Public Funds (NRPF) living in Scotland.


Consultation and methodology

During 2024/25, the Scottish Government and COSLA facilitated a number of consultation sessions to inform the review of the delivery of the strategy, with engagement from delivery partners, key stakeholders, lived experience and local authorities. The sessions were structured around key themes including housing; homelessness; social security; health; support services; employability; lived experience; and advice and guidance. The focus of the sessions was a review of the strategy aimed at better understanding the challenges faced by people with NRPF and the frontline services supporting them. Feedback and discussion from the sessions has informed the development of this delivery plan.
