4. Impact Assessment
Scottish Ministers agreed to introduce plastic film collections from households and businesses following consultation on packaging extended producer responsibility (EPR) reform. The impact on businesses across the UK was considered in the impact assessments published alongside the 2021 packaging EPR consultation.
A range of impact assessments were also conducted to support the implementation of packaging EPR consultation in Scotland, which included the option to require the collection of plastic film for recycling. Those impact assessments are therefore relevant to this consultation, and will be used to support the final impact assessments ahead of any introduction of the proposed implementation of plastic film collections introduced through this updated code of practice.

Impact assessments will inform Scottish Ministers decision to update the duty of care code of practice. Questions are included in this consultation to support updates to impact assessment and decisions by Scottish Ministers. Final impact assessments will be published alongside any finalised code if laid before the Scottish Parliament.
