Disability equality plan

The Disability Equality Plan has been developed in co-production with three core funded Disabled People's Organisations. The plan reflects a government wide commitment to ensure that the voices and experiences of disabled people meaningfully considered from the outset of policy making.

2. Language and Terminology - This plan is rooted in the social model of disability, which disabled activists developed to provide an alternative way of thinking about, and understanding, disability. When thinking about disability in terms of the social model, the goal is to remove, reduce and mitigate barriers which negatively impact disabled people. We refer throughout this plan to DPOs (Disabled People’s Organisation) run by, and for disabled people.

3. Introduction to the Disability Equality Plan – This clip explains the approach we are taking to build a fairer Scotland for disabled people. It also sets out how we will create the environment needed to deliver real change, by increasing accountability for disability equality and putting the lived experience of disabled people at the heart of decision making.

4. Our approach - Our approach is underpinned by a strong focus on collective leadership, accountability, and disability competence, and is grounded in the principles of human rights and inclusion. Disability equality is all our responsibility, and to achieve our collective vision for a fairer Scotland we need to work together across Government, public and third sectors.

5. Disability Competence - A disability competent Scottish Government can ensure the policies, systems, and services we put in place are designed to respond appropriately to disabled people’s needs.

6. Leadership and Accountability - We are clear that for disabled people to have confidence in our commitment to this plan, a transparent and robust governance framework is essential.

7. Our priorities - Providing financial support for disabled households, Supporting disabled people’s full inclusion and participation in their lives, communities, and Scotland and Improving Mental Health

8. Next Steps - We will publish a progress report made on the actions set out within the Disability Equality Plan working with the governance and accountability framework.

9. Conclusion - Implementing this plan with rigour and concerted joint working will see a new landscape for disabled people in Scotland come into being. It will also help to set in motion the changes needed to bring about the structural reforms required for disabled people to have equal access to their human rights.
