Disability Equality Plan Equality Impact Assessment Executive Summary
In line with statutory obligations, the Scottish Government has undertaken this Equality Impact Assessment (EQIA) as part of the development of the Disability Equality Plan.

Identifying and Establishing Any Required Mitigating Action
There are neutral or positive impacts linked to all protected characteristics in particular age, race, disability, sex, sexual orientation, gender reassignment and religion or belief.
All actions in the Plan have been extensively informed by research and engagement with DPOs through the Short Life Working Group, and through engagement with policy teams across Scottish Government. The actions have been developed to positively impact disabled people and are expected to have a positive impact on those with intersectional identities.
Many of the actions are linked to existing workstreams, and it is the responsibility of those who are leading on each action to develop related policies and their own, more detailed, EQIAs.

Describing how Equality Impact analysis has shaped the policy making process
The evidence and data gathered from the Short Life Working Group on the Disability Equality Plan helped shaped the themes and actions in the plan and evidence was continually updated and reviewed during the development phase to further refine and progress actions under the Plan.
Monitoring and Review
Monitoring progress towards delivery of the actions the Scottish Government have committed to delivering will be done through a robust and transparent governance framework. DPOs will have an important role in this accountability structure. Further monitoring and review will be enacted through a Cabinet takeover, providing direct dialogue between disabled people and Ministers. A survey of disabled people in 2026 will also gather evidence of the impact of our actions and a progress report on this phase of the Plan will be published to determine where we need to focus our future efforts.
We will improve our monitoring of impacts through specific work with DPOs on identifying and agreeing priorities for filling evidence gaps as part of the Equality Evidence Strategy 2023-2025. We will ensure metrics for measuring impacts of the Plan are developed with DPOs and informed by the lived experience of disabled people.
