Full business and regulatory impact assessment (BRIA) assessing the impact on Scotland of the proposals to implement a UK-wide mandatory digital waste tracking (DWT) system.


17. Implementation and delivery plan

187. The Digital Waste Tracking system will be delivered on a phased basis, starting with waste receiving sites inputting data about all waste they receive. This includes waste containing persistent organic pollutants (POPs). This first phase will commence in January 2027 in Scotland (the equivalent phase one regulations will commence in October 2026 in England, Wales and Northern Ireland)[51].

188. Further expansion of the service to other operators is planned from April 2027. The Scottish Government will work closely with the UK government and other devolved administrations to set out a timetable for implementation.
