The Community Right to Buy, introduced in Scotland in 2003, has empowered rural, urban, and crofting communities to acquire land and assets. We are consulting as part of a review aimed at simplifying the process and exploring improvements.

The Consultation process
When the government wants to make changes to the law it has to ask people for their views first. This is called a consultation. We are holding a consultation on Community Right to Buy.
We want to hear from anyone with experience or an interest in Community Right to Buy. Your views will help us make changes that will support community ownership.
The consultation is open for 12 weeks. It closes on the 5th October 2025. You can give your answers through the Scottish Government’s Citizen Space platform or by email using the Respondent Information Form. Most of the questions are in this Easy Read version but not all of them. You might want to check the other versions.
The Scottish Government will also be holding public events as part of the consultation. Details of these will be published later.
There will be an independent study of the answers people give us. Then a report will be published.
