Cladding Remediation Programme: Next Phase Plan of Action

This August 2025 update on cladding remediation details next phase of delivery, focusing on acceleration, mitigation and remediation pathways. Progress made to date, actions and milestones through to March 2026, and long-term targets are all detailed in this update.


2. Delivery Model

To deliver at scale while recognising the differing responsibilities of owners, public authorities and developers, the Scottish Government is using a distributed delivery model. Under this model:

  • Deve lopers who constructed buildings found to have unsafe cladding are expected to remediate those buildings directly. Developers who previously signed a broad in principle agreement are invited to sign the Developer Remediation Contract by a deadline of 31 October 2025. This legally commits them to assessing and remediating, in line with Scottish Government standards, all buildings over 11 metres for which they have accepted responsibility.
  • Local authorities and Registered Social Landlords are expected to assess and remediate the buildings they own. These public bodies are already receiving support through the SOC and using government grants to commission SBAs.
  • Private owners, particularly in complex, multi-owner residential blocks can access government support for essential cladding remediation through the SOC. The expectation remains on owners to play an active part in the process, and they are encouraged to apply through the SOC via a factor or owners association. In support of this, the Scottish Government will continue to provide grant funding for assessments and for any required mitigation and/or essential cladding remediation. In cases where consent is not secured among owners, the 2024 Act gives Ministers powers to authorise an SBA, mitigation and remediation works (where required) without full owner agreement, provided reasonable efforts have been made.

The Scottish Government retains an enabling and oversight role, with clear powers to intervene where owners fail to act. This includes the ability to:

  • Fund and instruct SBAs where risk is suspected.
  • Direct remedial work where a building has been assessed as unsafe.
  • Ensure all parties are meeting their obligations and progressing without delay.
