Cladding Remediation Programme: Next Phase Plan of Action

This August 2025 update on cladding remediation details next phase of delivery, focusing on acceleration, mitigation and remediation pathways. Progress made to date, actions and milestones through to March 2026, and long-term targets are all detailed in this update.


4. Delivery Targets and Milestones

The following deliverables have been agreed to support public accountability and pace of delivery:

Completion of 11–18 metre information collection (local authority & RSL buildings)

All EOI’s received by Scottish Government for funding of SBAs in 2025, which meet the criteria, will have received a letter confirming awarding of funding and an SBA will have been instructed within 4 weeks of that funding letter being received

Where competent persons undertaking SBAs before the end of March 2026 advise that urgent mitigation is required through a waking watch or interlinked fire alarm system, action will be taken immediately to safeguard risk to life

All buildings with identified essential cladding remediation works required following an SBA will be on a pathway to remediation

In addition to these short-term goals, the Scottish Government is also setting out the following long-term programme commitments:

By 2029 every high-risk residential building over 18 metres in Scotland will have been resolved — whether made safe, decommissioned or replaced — and every building between 11 and 18 metres will be on a defined pathway to resolution — supported by robust assessment, planning and funding for essential cladding remediation.
