Business and Regulatory Impact Assessment (BRIA) for the Circular Economy Strategy for Scotland


Introduction

This Business and Regulatory Impact Assessment has been prepared to accompany the Circular Economy Strategy for Scotland (the Strategy’) and has been updated following the analysis of consultation responses on a Partial assessment.

The Scottish Government has considered the appropriate scope of a Business and Regulatory Impact Assessment (BRIA) for the Strategy. The Strategy establishes the visions and outcomes, policy mechanisms, priority sectors, product stewardship obligations, and the monitoring and evaluation requirements of the Strategy. As an overarching strategy, it sets out priorities for future policy development. Where required, the appropriate place for detailed consideration of costs and impacts in the BRIA will be in the development of individual policies, regulations and schemes within associated policy areas.

A BRIA was initially published alongside the public consultation on the Strategy and updated based on consultation feedback.[1] This BRIA will help to aid future decision making for policy teams in the Scottish Government and ensure that business and investment interests are fully considered following the publication of the Strategy. It will also assist stakeholders in understanding potential impacts of activities resulting from the Strategy in a standard format.
