13. Implementation

It is proposed that these measures come into force on 1 October 2026. The Scottish Government has set out plans to engage with business on developing implementation guidance to support effective implementation in advance of the restrictions coming into force. This approach aligns with feedback from business stakeholders and from the Regulatory Review Group’s advice to the Scottish Ministers.

The Scottish Government will work with stakeholders to undertake effective communication to affected businesses and to consumers in advance of the restrictions taking effect in Scotland.
