Children First, a third sector organisation, co-lead the North Strathclyde Partnership and lead the Scottish Borders Partnership.

B Bairns’ Hoose programme governance structure

A chart of the Bairns' Hoose Pathfinder programme functional structure. Information contained within this chart is explained in the proceeding paragraphs.

The Bairns' Hoose Pathfinder Programme operates through a structured governance framework comprising six key functions, each with distinct responsibilities and interconnected relationships.

Scottish Ministers

  • Role: Scottish Ministers have ultimate responsibility for the programme and take key policy and delivery related decisions.

Scottish Government Portfolio and Accountable Officers (Education, Justice and Health)

  • Role: responsible for the feasibility, deliverability and sustainability of the Bairns’ Hoose Programme. The Accountable Officer for Education is the Chair of the Group, and will undertake to keeping the other Accountable Officers updated and informed on the workings of the Group and wider programme, as part of their core responsibilities as Accountable Officer.
  • Members: Scottish Government Portfolio and Accountable Officers (Education, Justice and Health)
  • Advises: Scottish Ministers

National Bairns’ Hoose Implementation Group

  • Role: National Bairns’ Hoose Implementation Group: provides operational input and strategic advice to implementation and delivery
  • Advises: Scottish Ministers and Bairns’ Hoose Cross-Portfolio Assurance Group and Bairns’ Hoose programme team
  • Reports to: Scottish Government Portfolio Accountable Officers (Education and Justice and Health) through the Group’s chair
  • Members: Representatives from Pathfinder and Affiliate partnerships, national justice organisations, health services, social work, local authorities, the Promise Network and Scottish Government officials

Working Groups

  • Role: To provide deep-dive expertise on specific areas of work intended to support the delivery of Bairns’ Hoose
  • Members: Exact membership to be determined dependent on the expertise required for each group
  • Advises: National Bairns’ Hoose Implementation Group and Bairns’ Hoose Pathfinder programme team
  • Reports to: National Bairns’ Hoose Implementation Group and Bairns’ Hoose Pathfinder programme team

Scottish Government Bairns’ Hoose Cross-Portfolio Assurance Group

  • Role: This Group provides oversight, challenge, and direction to the Bairns’ Hoose Unit and Bairns’ Hoose programme team.
  • Members: Scottish Government Bairns’ Hoose Cross-Portfolio Assurance Group consist of Senior Civil Servants from health, justice and social work.
  • Reports to: Scottish Ministers

Scottish Government Bairns’ Hoose Pathfinder project team

  • Role: Responsible for specific items and milestones contained within the Bairns’ Hoose Project plan
  • Members: Expertise across analytical, policy and practice, fund management, improvement service, and knowledge exchange tasked with the delivery of the Bairns’ Hoose Project plan.
  • Advises: Working Groups and Accountable Officers
  • Reports to: Bairns’ Hoose Cross-Portfolio Assurance Group

This structure creates a comprehensive governance framework where policy direction flows from Scottish Ministers, resource accountability sits with Portfolio Accountable Officers, and operational delivery is coordinated through multiple interconnected groups with clear reporting and advisory relationships.
