Bairns' Hoose - pathfinder phase: delivery plan 2025 to 2027

This report highlights the progress made towards developing a national Bairns’ Hoose model, sets out revised overarching actions for 2025 to 2027 and provides a detailed delivery plan for the Pathfinder phase.


6. Conclusion

This refreshed Pathfinder Phase Delivery Plan for Bairns’ Hoose for 2025-2027 builds on the progress made since the publication of the Bairns’ Hoose Standards and the launch of the Pathfinder phase in 2023. With the establishment of a number of Bairns' Hooses and continued development of others, Scotland is making transformative strides in providing trauma-informed support to children and young people.

The achievements highlighted throughout this Delivery Plan would not have been possible without the dedication, expertise and commitment of our partners across justice, police, health, social work, the third sector, and many other organisations. Their willingness to pioneer new approaches, share learning and work collaboratively across traditional boundaries has been instrumental in bringing the Bairns' Hoose model to life in Scotland. These partnerships have demonstrated remarkable innovation and resilience in adapting the Barnahus model to meet local needs while maintaining its core principles.

The Scottish Government's commitment to the duration of the Pathfinder phase to 2027 is clear, and we will continue to work constructively with our delivery partners to ensure a model appropriate for the Scottish context can be implemented during the incremental rollout phase from 2027. As we move forward, the expertise and ongoing commitment of partners will remain essential to realising our shared vision.

The Scottish Government is committed to ensuring that children in every part of Scotland have access to Bairns' Hoose services, and to provide children in Scotland with the best possible support following traumatic events. Together with our partners, we aim to meet their needs to help them recover and ultimately, flourish.
