The purpose of this guidance is to assist responsible authorities in preparation of
Surface Water Management Plans (SWMPs) to help with the management of surface water flooding as required under the Flood Risk Management (Scotland) Act 2009 (the FRM Act). The guidance has been developed by the Scottish Advisory and Implementation Forum for Flooding (SAIFF) which has representatives from Scottish Government,
local authorities, Scottish Water and SEPA.
The surface water management planning process described in this guidance is currently considered best practice by which to identify the most sustainable measures to manage urban drainage and the risk of surface water flooding. It is expected that the FRM Strategies and LFRMPs will identify the production of Surface Water Management Plans (SWMP) as a measure to manage the risk of surface
The surface water management planning process will help to deliver the Scottish Government outcomes for sustainable flood risk management.
