Working together towards a Learning Disabilities, Autism and Neurodivergence Bill: Partial Equality Impact Assessment
This partial equalities impact assessment (EQIA) provides a summary of the key findings from work undertaken to consider the potential equality impacts of the proposed Learning Disabilities, Autism and Neurodivergence Bill.
Approach and methods
The assessment combined insights and emerging themes from an evidence review, the public consultation, discussions with lived experience and stakeholder engagement.
The EQIA team held structured discussions for each proposal for the LDAN Bill to identify potential areas of investigation, followed by extensive evidence gathering. Evidence sources included:
- the Scottish Government’s Equality Evidence Finder and official statistics.
- Consultation responses from equality groups such as Disability Equality Scotland, Scottish Ethnic Minority Autistics, and the Trans Alliance.
- Information gathered from meetings with the three advisory panels on the LDAN Bill, including people with lived experience of neurodivergence and learning disabilities, stakeholders and practitioners.
- Academic research, public sector evaluations and third-sector reports.
Where evidence gaps were identified, these have informed future actions for implementation, monitoring, and further research.
