Value based health and care action plan: measurement framework
This report is the first iteration of the Value Based Health and Care measurement framework. It presents updates and monitoring metrics which aim to provide an assessment of the progress with and impact of work aligned to each of the 13 actions from the value based health and care action plan.
Foreword
With the publication of the Population Health Framework and the Service Renewal Framework, we have set out how our health and care system will be transformed to become the outcomes focused, sustainable system that we all wish to see.
Value Based Health and Care sits at the heart of these frameworks because it drives better outcomes and experiences for the people we care for through the equitable, sustainable, appropriate and transparent use of available resources. It focuses on maximising outcomes that matter to the people we care for, by working in partnership with them to agree and deliver interventions that make a difference. It is about achieving the greatest possible benefit for the people and communities we serve while making the best use of our available resources.
In December 2022, we published Delivering value based health and care: a vision for Scotland, which sets out what Value Based Health and Care means in Scotland, why it matters and how it offers us a vital opportunity to deliver more equitable, sustainable and person centred care. Our priority must be a relentless focus on delivering the outcomes that genuinely matter to people. Ensuring that Scotland’s health and care services are used fairly, equitably and sustainably, both now and for future generations, is essential. Through Realistic Medicine and Value Based Health & Care, we work in partnership with the people we care for to help them choose treatment and interventions that support them to live their lives to the full, avoid inappropriate treatments and reduce waste and potential harm.
Following the Vision, we published the Value Based Health and Care Action Plan, which setting out six commitments and thirteen actions which support the delivery of Value Based Health and Care across our system. Within the Action Plan, we committed to developing a measurement framework that will help us understand progress with implementation.
This is the first iteration of that framework. It sets out the measures and metrics that will be used to assess improvement, progress and impact and guide ongoing development of our work to support the delivery of Value Based Health and Care. While there is clearly more to do, we should be proud of the progress we have made . The report has an essential role in demonstrating the difference Realistic Medicine and Value Based Health and Care are making, informing future developments and supporting, evidence-based reporting. Using this framework, we can build a stronger understanding of what is working, celebrate progress and ensure that our efforts align with what matters most to the people of Scotland based reporting based reporting.
The framework will be updated every two years to reflect how far we have come.
