Value Based Health and Care action plan - measurement framework: technical report

This technical report provides detailed, methodological and background information on the development of the Value Based Health and Care action plan measurement framework. It includes data sources for each monitoring metric, used to benchmark and assess progress across the action plan’s 13 actions.

4 The National Realistic Medicine Network includes NHS Board Clinical Leads and Programme Managers, funded by Scottish Government, tasked with helping to promote and supporting people to practice Realistic Medicine and deliver VBH&C within their NHS Boards.

6 The Realistic Medicine TURAS animations provide short overviews that introduce the principles of Realistic Medicine and support staff in understanding its core concepts.

7 The SURE test helps assess a patient’s readiness to make a healthcare decision. It checks whether they feel confident, understand the information, have weighed risks and benefits, and feel supported, using four simple yes/no questions.

8 The Scottish Intercollegiate Guidelines Network (SIGN) provides national, evidence‑based clinical guidelines aimed to support consistent, high‑quality healthcare across Scotland.

9 The Realistic Medicine website outlines the principles and aims of Scotland’s Realistic Medicine approach.

10 The Realistic Medicine professionals’ app provides quick access to tools, guidance and learning resources to help health and care staff apply Realistic Medicine principles.

11 The Health and Care Experience Survey asks respondents about their experiences accessing and using their General Practice and other local healthcare services. In the ‘Out of Hours Healthcare’ section, respondents were asked to think about the last time they tried to get treatment when their General Practice was closed.

12 Secondary analysis of free text comments in the Health and Care Experience Survey 2023/24 was carried out by government research analysts to inform the Value Based Health and Care Measurement Framework. Further methodological and background information is provided in Annex 2.4.

16 The Realistic Medicine e‑learning modules on TURAS provide online training and practical tools to help health and care staff apply Realistic Medicine principles in their everyday practice.

17 This toolkit provides finance staff with resources to help apply Realistic Medicine and Value Based Health and Care principles in financial decision‑making across health and social care.

19 A keyword framework was developed as the initial method for analysing the open-ended responses from the HACE survey. This framework was subsequently reviewed and commented on by key stakeholders, including members of the Realistic Medicine team and key action leads from the Value Based Health and Care Action Plan, ensuring alignment with strategic priorities and expert perspectives.
