An errata was published on 6 April 2023 as a result of changes to Table 1 of the publication tables and to the sections “Key Points” and “Ukraine Sponsorship Scheme and matched accommodation” in the accompanying report, as well as changes to a date in the “Welcome Accommodation” Section.

The original Table 1 showed that the total number of individuals completely matched informally or self-matched that the local authority is aware of in Highland Council was 15. The figure should have been 35. The Scotland total for the number of guests in a known, informal match was also affected. The figure should have been 935.

The original Key Points section stated that “across the three main matching pathways (national matching, local matching, informal matching), around 5,035 individuals sponsored by the Scottish Government had been matched into and arrived at their matched accommodation in Scotland, as reported between 11 January and 14 March 2023”. It should have been “across the three main matching pathways (national matching, local matching, informal matching), around 5,055 individuals sponsored by the Scottish Government had been matched into and arrived at their matched accommodation in Scotland, as reported between 11 January and 14 March 2023.”

The original Ukraine Sponsorship Scheme and matched accommodation section stated that “around 915 individuals had found an informal match by their own means after arriving in Scotland”. It should have been “around 935 individuals had found an informal match by their own means after arriving in Scotland”.

It also stated that “combining the outcomes from the different types of matches available for displaced people from Ukraine sponsored by the Scottish Government, it can be assumed that around 5,035 individuals, have arrived at their matched accommodation in Scotland”.  It should have been “combining the outcomes from the different types of matches available for displaced people from Ukraine sponsored by the Scottish Government, it can be assumed that around 5,055 individuals, have arrived at their matched accommodation in Scotland”.

This was due to a data processing problem with the number of individuals completely matched informally or self-matched that the local authority is aware of in Highland Council and the change does not affect any other analysis in the tables or report.

Separately, the original Welcome Accommodation section stated that “by 14 February, around 1,135 guests had disembarked the M/S Ambition since 14 September, and around 820 guests had disembarked the M/S Victoria since 26 July”.  It should have been “by 14 March, around 1,135 guests had disembarked the M/S Ambition since 14 September, and around 820 guests had disembarked the M/S Victoria since 26 July”.

This was due to typing error and the change does not affect any analysis in the tables or report.

This statistical release has been designated as new experimental statistics which has not been assessed by the UK Statistics Authority. Experimental statistics are official statistics that are newly developed or innovative, and are undergoing evaluation.

Background

This publication summarises the latest Scotland-level data and information on people displaced by the war in Ukraine arriving through the UK ‘Ukraine Sponsorship Scheme’, which includes those sponsored by the Scottish Government (also known as the Scottish super sponsor) and individual sponsors. This report gathers together various data sources, including operational data from welcome accommodation facilities and local authorities across Scotland, the Convention of Scottish Local Authorities (COSLA) and the Scottish Government (SG). This data includes the number of displaced people from Ukraine that are in welcome accommodation, and, where applicable, the progress on matching displaced people from Ukraine with a host. This data will complement and be published alongside information on the numbers of applications, visas and arrivals of displaced people from Ukraine to Scotland and the other three UK nations, already regularly published by the Department for Levelling Up, Housing and Communities (DLUHC).

This report accompanies the experimental statistics tables on the Ukraine Sponsorship Scheme in Scotland.

This report provides data on visas, arrivals, matches and accommodation. It is not a full account of all displaced people from Ukraine. Displaced people with visas are free to enter the country and live and work where they want. Not everyone entering the UK through the Ukraine Sponsorship Scheme (including those sponsored by the Scottish Government) will need accommodation provided to them. They may make their own arrangements, including renting their own accommodation or staying with friends and family. Some arrivals may have also self-matched with a volunteer host, assisted by a charity or support network. Those arrivals may never be in contact with a welcome hub or local authority seeking accommodation. We do not collect data on this subset of displaced people from Ukraine.

The accompanying set of tables have been updated to incorporate a timeseries of the number of guests and occupied cabins or hotel rooms in welcome accommodation each week since 4 January 2023.

The Scottish Government are conducting ongoing operational data cleansing exercises and improvements to how data are recorded and reported, this is reflected in the designation of this release as experimental statistics. The data flows used to estimate the number of cases and individuals in case management and the number of cases matched through the national matching service (run by COSLA and the Scottish Government), as well as a local authority breakdown of individuals matched, are being upgraded and as a consequence these metrics are not available for this publication. You can find these data in the previous report and we will publish an update to these figures as soon as we are able.
