Summary of assessment findings
The assessment process identified several improvements aimed at reducing socio‑economic inequalities in participation, access to opportunity, and community cohesion. The most significant improvement considered was the adoption of a community‑led model for the Impact and Legacy programme. Evidence showed persistent inequalities in physical activity and sport participation among people in deprived areas, low‑income households, and those facing material barriers such as cost, transport, and childcare.
A community‑led approach was assessed as the most effective way to ensure activities were locally relevant, culturally appropriate, and responsive to the specific needs of communities most affected by socio‑economic disadvantage. This model allows communities to shape activity design and delivery, enabling better engagement and stronger alignment with local priorities.
The Scottish Government will encourage delivery partners to engage with equality groups, local communities to ensure programme design reflects local needs and improves outcomes for those experiencing socio‑economic inequality. This approach is expected to maximise the programme’s impact by increasing participation, reducing barriers, and promoting community cohesion.
The Scottish Government will also require impact and legacy delivery partners to monitor and assess performance annually, making improvements as required. This ensures the programme remains responsive and continues to address inequalities throughout its delivery. Additionally, the wider evaluation of EURO 2028, co‑funded by host nation partners, will capture social impacts and help demonstrate whether programme outcomes are being achieved.
